Major positive news! The Ministry of Industry and Information Technology issues a document strongly supporting perovskite, accelerating the pilot construction of this billion-dollar industry.

The industry has received national-level guidance! On November 11th, the General Office of the Ministry of Industry and Information Technology issued the "Notice on Further Accelerating the Systematic Layout and High-Level Construction of Pilot-Scale Platforms in Manufacturing," injecting strong momentum into the industrialization process of industries such as cutting-edge new materials and energy electronics.

The "Notice" clarifies that by the end of 2027, my country will have basically established a modern pilot-scale platform system, initially forming a national manufacturing pilot-scale service network with multi-entity participation, multi-field layout, and multi-level services, further strengthening the capacity of high-level pilot-scale platforms.

Regarding key tasks, the "Notice" proposes to systematically promote the construction of pilot-scale platforms according to the approach of "strengthening a batch, activating a batch, and supplementing a batch," highlighting their public service attributes, clarifying construction paths, and promoting implementation in accordance with the "Guidelines for the Construction of Pilot-Scale Platforms in Manufacturing (2025 Edition)" and the "Key Points for the Construction of Pilot-Scale Platforms in Manufacturing (2025 Edition)."



01 Energy Electronics and Cutting-Edge Materials Become Key Focuses of Pilot-Scale Platform Construction


According to the simultaneously released "Key Directions for the Construction of Pilot-Scale Platforms in Manufacturing (2025 Edition)," two major directions are emphasized:


Cutting-Edge Materials: The document calls for the establishment of pilot-scale platforms for key common technologies such as micro/nano fabrication and preparation technologies, chemical vapor deposition/atomic layer deposition technologies, chemical solution synthesis technologies, physical vapor deposition technologies, and ammonia-hydrogen conversion catalysis technologies. It aims to promote industrial breakthroughs in key materials such as metamaterials, single/double-walled carbon nanotubes, nanomaterials, two-dimensional semiconductor materials, graphene, perovskite materials, quantum dot materials, organometallic hydrides, metal-based single-atom alloy catalytic materials, superconducting materials, and liquid metals.



Energy Electronics: The document clearly focuses on advanced photovoltaic technologies such as perovskite photovoltaic cells and tandem photovoltaic cells, as well as novel battery technologies such as all-solid-state batteries, sodium-ion batteries, aqueous batteries, and key battery materials. It emphasizes tackling common key technologies, testing and verification, and pilot-scale production, aiming to improve the conversion efficiency of advanced photovoltaic cells and solve the bottleneck problem from prototype development to large-scale manufacturing. It is worth noting that perovskite was highlighted twice in the official construction guidelines: in the "Frontier Materials" direction, a breakthrough in its industrialization is required; in the "Energy Electronics" direction, a focus on perovskite photovoltaic cells, tandem photovoltaic cells, and other technologies is explicitly required.


This clearly indicates that perovskite has officially risen from a focus of academic research to a key target for national-level industrialization promotion.
