Zoom solar Cadmium Telluride Thin-Film Photovoltaic Module R&D and Manufacturing Base Project (Phase I)

Second Public Announcement of Environmental Impact Assessment

In accordance with the "Interim Measures for Public Participation in Environmental Impact Assessments" issued by the State Environmental Protection Administration, the following project details are hereby announced:

I. Project Overview

Project Name: Zhongmao Cadmium Telluride Thin-Film Photovoltaic Module R&D and Manufacturing Base Project (Phase I); Construction Type: New Construction; Construction Location: East of Hanyun 2nd Road, west of Hanyun 3rd Road, south of Weiqing East Street, and north of Zhangliang Road, Qinhan New Town, Xixian New District, Shaanxi Province; Construction Scale: Construction of a 300 MW cadmium telluride thin-film photovoltaic module production and manufacturing facility, a thin-film photovoltaic prefabricated building component production and manufacturing workshop, research offices, and supporting centers. The total project investment is RMB 630 million.

II. Overview of Pollutants Generated by the Construction Project

① Waste Gas: Process waste gas and canteen cooking fumes. ② Wastewater: Domestic wastewater and industrial wastewater. ③ Noise: Equipment operation noise. ④ Solid Waste: General solid waste and hazardous waste.

III. Key Points of Countermeasures and Measures to Prevent or Mitigate Adverse Environmental Impacts

1. Waste Gas Treatment Measures

During project operation, the waste gases primarily consist of process waste gases containing pollutants such as particulate matter, cadmium and its compounds, and non-methane hydrocarbons (NMTHs) emitted during the production process, as well as canteen cooking fumes. Particulate matter, cadmium, and its compounds will be treated with high-efficiency dust collectors to meet emission standards, while NMTHs will be treated with activated carbon to meet emission standards. Canteen cooking fumes will be treated with fume purifiers before discharge.

2. Wastewater Treatment Measures

The wastewater from this project primarily consists of domestic sewage and industrial wastewater. Cadmium-containing wastewater will be treated and reused in the production process and will not be discharged externally. Canteen wastewater will be treated with grease separation and then, along with domestic wastewater and pre-treated in a septic tank, discharged together with cadmium-free industrial wastewater into the municipal sewer network for treatment at the Jinghe New Town Third Sewage Treatment Plant.

3. Noise Control Measures

Sound insulation and foundation vibration reduction measures will be implemented for noise-generating equipment.

4. Solid Waste Management Measures

Solid waste generated during the operation of this project will be divided into general industrial solid waste and hazardous waste. General industrial solid waste will be collected and properly disposed of separately. Hazardous waste will be collected and temporarily stored in sealed barrels in the hazardous waste temporary storage room on the plant site and then sent to a qualified unit for proper disposal.

IV. Environmental Impact Assessment Conclusions Presented in the Environmental Impact Statement

1. Ambient Air Impact Analysis

Particulate matter emissions generated during the project's production process meet the emission limits of the "Battery Industry Pollutant Standard" (GB30484-2013). Emissions of cadmium and its compounds and non-methane total hydrocarbons meet the requirements of the "Comprehensive Emission Standard for Air Pollutants" (GB16297-1996). Canteen fume emissions meet the "Catering Industry Fume Emission Standard" (GB18483-2001), resulting in minimal impact on the atmospheric environment.

2. Water Environment Impact Analysis

During the project's operation period, wastewater will primarily consist of industrial and domestic wastewater. Cadmium-containing wastewater will be treated and reused in the production process without external discharge. Discharge of cadmium-free wastewater meets the Class III standard of the Integrated Wastewater Discharge Standard (GB8978-1996) and the Class B standard of the Water Quality Standard for Wastewater Discharge into Urban Sewers (GB/T31962-2015), resulting in minimal impact on the aquatic environment.

3. Acoustic Environment Impact Analysis

After implementing measures such as factory building sound insulation, vibration-damping foundation installation, and rational layout, the project's noise contribution at the plant boundary meets the Class III requirements of the Environmental Noise Emission Standard for Industrial Enterprises (GB12348-2008), minimizing the impact on the surrounding acoustic environment.

4. Analysis of the Impact of Solid Waste on the Surrounding Environment

All solid waste generated by the project has been effectively disposed of, with a disposal rate of 100%. This is in compliance with the relevant provisions of the "Pollution Control Standard for Storage and Landfill of General Industrial Solid Waste" (GB18599-2020) and the "Pollution Control Standard for Storage of Hazardous Waste" (GB18597-2023), and has minimal impact on the environment.

1. Public Comment Content

This public notice primarily seeks public approval of the project's site selection; focuses on potential environmental issues that may arise during the project's construction and operation; and seeks public suggestions on environmental protection measures for the project.

After this public notice, the public may express their opinions on the project's construction and environmental impact assessment by email, phone, or letter to the designated address, and may request a copy of the project's environmental impact report.
